- This referendum provides voters with the opportunity to have the Golf Road traffic improvements paid for entirely by the benefitted property owners located along Golf Road (from STH 83 east to the City limits) with no impact to general taxes and no cost to the general tax payers.
- The proposed traffic improvements are expected to cost between $1.2 and $1.3 million inclusive of all design, land acquisition, and construction costs. Of this amount, the City has reached an agreement that would require new development to contribute $650,000 and the remainder of the cost would be proportionally special assessed to all of the other benefitted property owners along that segment of the Golf Road corridor, based on traffic generation.
- If the cost of the improvements will all be paid for by private development and benefitted property owners, why does this have to be approved by a public referendum? Section 3.14 of the Municipal Code of the City of Delafield requires a referendum for any City capital expenditure of $1 million or more, regardless of who is ultimately paying for the project. As an example, if the City received a grant that covers 100% of the cost of a project that exceeds $1 million, that project would still need to be approved by public referendum before proceeding.
- The referendum language was unanimously approved by the Common Council at their January 21, 2019 meeting.
- What if the referendum fails? The City would likely have to implement a piecemeal approach at improving traffic flow and turning movements in the Golf Road corridor, and may likely have to rely of general taxes for funding without the opportunity for a significant developer contribution.
- The proposed traffic improvement for the Golf Road & Golf Court intersection is one single lane roundabout.
- Single lane roundabouts are significantly easier to navigate than multilane roundabouts since drivers don’t have to worry about selecting the correct lane depending on the exit that they want to take out of the roundabout.
- Most negative perceptions associated with roundabouts are based on large and complex multilane roundabout designs and/or the need to navigate in and out of numerous roundabouts located consecutively over a short distance. The proposed Golf Road traffic improvements include only one roundabout that is a single lane.
- Roundabouts are one of the safest types of intersections since they are designed for low speed driving and all traffic is moving in the same direction and left turns across traffic are eliminated.
- Roundabouts can also improve pedestrian/bicyclist safety by offering a short crossing of one-way traffic moving at slow speeds.
- The City conducted a traffic feasibility study that concluded in 2011 with a recommendation for a single lane roundabout to improve traffic in the Golf Road corridor, including the elimination of the unsafe left turn movement out of the exit from the Starbucks/Sierra Trading Post parking lot.
- The recommendation of the 2011 study for a roundabout was recently reconsidered in detail and reaffirmed by the City’s Public Works Committee and an independent engineering review conducted by a transportation engineer hired by one of the prominent property owners in the Golf Road corridor.
- The proposed roundabout would be designed to safely and efficiently accommodate all truck traffic and the U-turn movement of vehicles leaving the Starbucks/Sierra Trading Post parking lot and looking to return to STH 83. Traffic signals at this location would not be able to accommodate some truck turning movements and would not handle the U-turn movements as smoothly and efficiently as the roundabout.
- The proposed roundabout would be constructed this summer and substantially completed in advance of the holiday shopping season.
- What would the traffic improvements look like? Attached is a drawing of the conceptual design.
- What is the exact wording of the referendum question?
SHALL THE COMMON COUNCIL BE AUTHORIZED TO ENTER INTO PUBLIC WORKS CONTRACTS FOR THE PURPOSE OF CONSTRUCTING MODIFICATIONS TO AND RECONSTRUCTION OF A PORTION OF GOLF ROAD AT A COST NOT TO EXCEED $1,300,000.00, WITH THE COST OF THE PROJECT BEING PAID BY PAYMENTS REQUIRED OF DEVELOPERS UNDER THE TERMS OF A DEVELOPMENT AGREEMENT TO BE ENTERED INTO WITH THE CITY, AND THE BALANCE THROUGH SPECIAL ASSESSMENTS TO BE LEVIED AGAINST SPECIALLY BENEFITTED PROPERTIES THAT ABUT OR OTHERWISE HAVE DIRECT ACCESS TO GOLF ROAD?
